To be to do的句型有以下几层意思：
安排好要发生的事：
oPresident Trump is to visit China this year.
特朗普总统今天要访问中国。
打算要做到事：
oIf you are to stay with me, you’d better be quiet.
你要想跟着我，你最好什么都不讲。
应该要做到事（肯定句）；禁止要做的事（否定句）：
oAll students are to take the exam.
所有同学都要参加这次考试。
oYou are not to get off the car.
不许下车。
